Bank robbers flee scene in stolen vehicle

No one was injured in last Thursday’s robbery of the Wells Fargo Bank located at the intersection of Highway 90 and Cooper Street.

“Everyone was okay just a little shaken up, ” stated Mayor Joey Vaughn, Assistant Manager of the bank.

Around 10:30 a.m. Brookshire Police Department were alerted by bank employees that the bank had been robbed.

“The call came in at 10:30 and we responded immediately,” said Chief of Police Joe Prejean.

The suspect, an older white male with blondish hair, is estimated to be 6’2” and weigh between 165 and 170 pounds.

“The man just walked into the bank and handed the teller a note,” said Prejean, “the teller then handed over the money that was requested and the suspect left the building.”

Employees of banks are trained to respond to robbers by just handing over the money that is requested.

“We go through a pretty extensive training about six times a year that teaches us how to handle situations like this,” said Vaughn.

After the suspect received the cash he left the bank through the Highway 90 entrance and got into a silver late model GMC Envoy. The Envoy, which was reported stolen in Harris County last Wednesday, was later found parked on Otto Street. After the suspect left the vehicle he was seen getting into a white pick-up driven by a white female.

The bank was closed for a few hours after the robbery while officers collected valuable pieces of evidence. Ft. Bend County Sheriff’s Department Crime Scene Unit assisted Brookshire police in collecting evidence at the bank and at the vehicle.

Vaughn has worked at the Wells Fargo Brookshire location for more than five years. “I have never had this happen before,” said Vaughn.

Industrial accident leaves one man dead

Scot Industries, a specialty tubing business located in Brookshire, Texas since 1988, was the sight of an accident that left one man dead last weekend. Dwight David Saracina of Houston, Texas, was killed instantly when pipes fell on him.

“The material was being delivered by Texas International Express Company,” stated an official from Scot industries. “During the unloading process, a number of tubes fell from the truck and struck the delivering truck driver. The driver was killed instantly.”

Two overhead cranes were being operated by Scot Industries personnel to lift and unload the pipe when a fabric strap that was connected to one of the cranes broke.
One end of the three bundles of pipe broke. Each bundle had 19 pipes per bundle and they fell and struck the deck of the trailer. Several pieces of pipe rolled off and struck the delivery driver, killing him instantly.

“The accident was immediately reported to authorities and is being investigated by the Occupational Safety and Health Administration (OSHA),” stated the official from Scot Industries.

Brookshire Emergency Medical Services, Brookshire Police Department, and Justice of the Peace Pct. 4, Ted Krenek were called to the scene where Saracina was pronounced dead.

“No comment at this time due to lack of information,” was the response given by Texas International Express.

“By law the Occupational Safety and Health Administration (OSHA) has six months to do a thorough and complete investigation. If OSHA finds that there are violations of OSHA standards, then violations would carry a monetary penalty,” said Diana Peterson, Spokesperson for the U.S. Department of Labor, Public Affairs Office in Dallas, Texas.

“The man’s body was taken to the Harris County Medical Examiner’s office,” said Krenek.

Rearraignment set for Feb. 15 for Woods and Cheney

A court date of Friday, February 15 has been set for rearraignment in a federal case against former Brookshire Mayor Keith Woods and former Public Works Director Henry Cheney. The pair were arrested January 25 on federal programs fraud and Travel Act violations to promote state bribery.

This follows a February 8 arraignment in which Woods, indicted on Counts 1, 2, 3, 4 and 5, pled not guilty to all Counts and Cheney, indicted on Counts 1 and 6 pled not guilty on both Counts.

The NOTICE OF SETTING of the rearraignment came on February 11 and follows the February 8 setting of a Jury Trial for March 31 with pre-trial conference on March 14. Additional information regarding the rearraignment was not available as of press time, but rearraignment sometimes means a change of plea. Woods and Cheney are free on bond.

Waller County adds early voting places

Waller County citizens will have more places to cast their early voting ballots. During a special meeting held Tuesday Commissioner’s Court decided to approve revisions to the early voting and election day schedule for the March 4th Presidential Primary Election.

The change came after several citizens voiced their opinions about only having early voting poll locations in Hempstead. Commissioner’s Court voted to add the Terra Verde Club in Hockley, the Waller County Community Center in Prairie View and Brookshire Convention Center in Brookshire.

This did not please everyone. A letter was sent to the Commissioner’s Court from an attorney representing DeWayne Charleston and various PVAMU students. The contents of the letter were:

Gentlemen:
I write concerning the commissioners' court's adoption of early voting locations. In particular, I write concerning the county's ongoing refusal to place an early voting site on the Prairie View A&M University ("PVAMU") campus.

It's no secret that Waller County has a rather sordid history concerning student voting, particularly with regard to voting by African-American students. One would think that a U.S. Supreme Court mandate i. e. Symm v. U.S.,439 U .S. ll05 (1979),and the disgraceful departure of former District Attorney Oliver Kitzman would have helped Waller County "get religion" with respect to this issue. One would, however, be mistaken.

Judge Ralston's comments concerning acessibility to PVAMU's student center are completely unconvincing, if not disingenuous. Waller Independent School District already has agreed (albeit under pressure from the U.S. Department of Justice) to put an early voting site in the student center. I would further note that Brazos County has had an early voting site at Texas A&M University's student center for years, and I understand the same is true for many counties in Texas with major universities. So what's the problem in Waller County? Is it because most of the students at PVAMU are black?

If Waller County does not commit to an early voting site on the PVAMU campus by noon on Thursday February 14, 2008, my clients intend to bring suit against the county in federal court. DeWayne Charleston and various PVAMU students will ask the court to enjoin primary elections through ou the county for all county races unless Waller County manages to find its way into the 21st century before then.I hope such litigation will not be necessary.

Warrant roundup underway

Defendants with thousands of unpaid traffic, parking, city ordinance and higher charge warrants will be targeted in this state-wide warrant round-up. Starting February 16, officers will arrest people with outstanding warrants pending before their respective courts.

More than 160 law enforcement jurisdictions from across Texas will participate in this round-up effort.

Law enforcement agencies and cities throughout the state conduct roundups at different times throughout the year, focusing on violators with outstanding Class C misdemeanor warrants; most of which are traffic-related. Once again, law enforcement agencies statewide are combining their efforts. Those arrested will be taken before court judges for arraignment and disposition of their cases. Full payment or suitable arrangement for full payment will be due at that time. Other options may include a cash bond, a Magistrate Court appearance or attorney representation.

Currently Justice of the Peace Pct. 4, has 1,086 outstanding warrants for people’s arrest. These warrants are valued at approximately $284,389.20. In effort to clear these fines and costs, postcards have been sent to advise the defendants of their warrants.
Justice of the Peace Pct. 4 also participates with the OmniBase Program in accordance with the Texas Department of Public Safety for non-renewal of defendants drivers license when they have failed to appear for a trial or hearing or failed to pay or satisfy a judgment.
